How do I decrease the energy required for jobs on Mafia Wars?

I did something on my facebook Mafia Wars account to gain a -10% energy required on all jobs (ie, a job that costs my friends 11 energy only costs me 10), but can’t remember what. Now my friends want to know how to gain that bonus.
BTW, this is a permanent bonus, not a random bonus gained from my Wheelman.
Promoting people to your top mafia will give you certain bonuses. Also, mastering job tiers will give items that give bonuses.

When you finish the ‘underboss’ tier in new york you get an item called Private Island that reduces energy required on all jobs by 5%
Its impossible to get it by a glitch or luck btw ^^
Also, the energy-reducing boosts do the same thing. but since you said it’s permanent the only answer is the private island.
fun fact btw :p did you know if someone has promoted YOU as their wheelman (only works if you’re a fearless character type) you have a 10% chance of not spending any energy on a job.
