How Can I Create A Flash Game?

Hi, I know basics of C++ and ActionScript. I’ve been thinking about making a Flash game, that is like World Domination and Mafia Wars, that are on Facebook.

Can someone please tell me required programs and knowledge needed to make a game like this. Tips would be great too :)
